White House unveils cybersecurity budget focus for FY 2025

The OMB and the Office of the ONCD have presented their five cybersecurity budget priorities for federal departments and agencies for fiscal year 2025.

The memorandum dictates that the budget submissions align with the Biden administration’s recently released national cyber strategy. The ONCD and OMB will assess agencies’ upcoming budget submissions, identifying potential shortcomings and their possible resolutions.

The five priority areas, in line with the National Cybersecurity Strategy, are: the defence of critical infrastructure, dismantling and disrupting threat actors, driving security and resilience by shaping market forces, investing in a resilient future, and the formation of international partnerships for shared goals.

The memorandum comes ahead of the anticipated summer launch of the implementation plan for the National Cybersecurity Strategy, as well as a national cyber workforce strategy. Additional guidance on cybersecurity research and development priorities will be provided in a separate memo.

To defend critical infrastructure, the memo advises federal agencies to modernise federal defences, incorporate federal zero-trust strategy, improve baseline cybersecurity requirements and extend public-private collaboration. The memo underscores ransomware as a national security threat and suggests some agencies to centre their efforts on dismantling threat actors through investigating and disrupting criminal infrastructure, combating the misuse of virtual currency, and participating in interagency task forces.

Agencies have been directed to utilise their purchasing power to influence the cybersecurity market, employ skills-based hiring methods to bolster the cyber workforce, adhere to national security memorandums relating to a post-quantum future, strengthen international partnerships and secure global supply chains for information, communication and operational technologies.
