The Payment Systems Regulator (PSR) has announced the appointment of Oliver Hanmer as its head of supervision and compliance monitoring.

In this new role, Hanmer, currently Director of Regulatory Operations at the Bar Standards Board, becomes a crucial member of PSR’s executive team.

PSR is tasked with ensuring that payment systems, which are a vital component of the UK’s financial infrastructure, are accessible, reliable, and secure. As part of its role, PSR maintains standards, promotes competition, and develops policies to safeguard payment system users. The regulator has recently established a Supervision and Compliance Monitoring division to further these goals, which Hanmer is set to lead.

Oliver Hanmer brings his extensive experience in regulatory operations to his new role at PSR. Having been the Director of Regulatory Operations at the Bar Standards Board, he has a proven track record of enforcing best practices in areas of public interest and implementing improvements when standards fall below expectations. His appointment is subsequent to the recent naming of Alex Olive as General Counsel and Natalie Golding as Chief Operating Officer at PSR.

As head of the newly formed Supervision and Compliance Monitoring division, Hanmer’s focus will be on driving compliance with PSR’s requirements. This role has become increasingly important as the regulator leverages its powers to enhance competition, increase choice, and combat payment fraud. The division, under Hanmer’s leadership, is committed to improving outcomes for all users of payment systems by preventing and addressing subpar practices within firms.

Further details about PSR’s expansion include Chris Hemsley’s remarks on the regulator’s growth and the importance of its work in supporting key areas of society and the UK economy. With a new leadership team and organisational structure in place, Hemsley believes PSR is now in a stronger position to continue improving outcomes for the millions of people and businesses that rely on the UK’s payment systems every day.

PSR Managing Director Chris Hemsley said, “I’m delighted to welcome Oliver to the PSR. Having led authorisation and supervision functions at the Bar Standards Board, Oliver has a proven track record of driving best practice in areas of public interest and delivering improvements when standards fall below what is expected.”

He added, “We’re now covering larger and more complex pieces of work than ever before, and our work plays an important role in supporting key areas of society and the UK economy.”
